Of course, but the article text make it sound like the videos on iPhone can be viewed in 2160p, and that it is something different than 4k which Apple TV is supporting.

Most of the features are not available on iPhone X; I am pretty sure, I had seen "Mirror Selfie" on the first public beta. So the device was capable. And now its removed in the current public beta*some features not available on all iOS 14 capable devices
Unfortunately, it doesn't supersede YouTube stopping playback when the phone is locked...
I can confirm this works on my phone, too. I’m wondering when YouTube will figure out how to kill it (as well as pip).That is if you are using the YouTube app. If you search and view videos from Safari or any browser and lock the phone, it will pause once, but then just hit play on the controls and it will play all day long. I’m sure they will disable this once iOS 14 officially releases. Don’t they charge for this feature?

Only if the Apple Device support HDR. Otherwise if YouTube supports VP9 in iOS and IPadOS it can provide 2160P resolution. YouTube App in tvOS is old and doesn't support 4K yet. It the favorite joke right now, Apple tells us about it, and its not there.With iOS 14, you can watch 4K YouTube videos on the iPhone, iPad, and most notably, the Apple TV. The iPhone and the iPad don't have 4K displays, but do offer video that's higher than the prior 1080p resolution limit.
Content on iPhone and iPad can be viewed in 1440p HDR or 2160p HDR, while the Apple TV supports full 4K video. You can choose quality when watching a YouTube video in the YouTube app by tapping on the cog-shaped wheel to adjust the settings.
Well you can on BigSur.So you can play 4K videos on YouTube on a device that doesnt support 4K but you can't play 4K videos on a 5K iMac in Safari.
