I’ve noticed the past few days that new Safari bookmarks usually get synced but they keep changing positions within the Bookmarks folders and Favorites bar. This issue is occurring in iPadOS 15.4.1, iOS 15.4.1, and macOS 12.3.1. It seems to be getting worse.
 
For me (Monterey 12.3.1, iOS and iPadOS 15.4.1) the problem with synced but out-of-order bookmarks seems to have (been?) corrected. But the Reading List on my iPad is NOT synching at all. If I add items on the iPad they don't appear on the other devices, and if added on the Mac and iPhone they don't appear on the iPad. Tabs and bookmarks ARE syncing across all devices OK. Go figure.

I should have edited my previous post — my bookmarks later became scrambled between devices. I “fixed” the problem with the Reading List by toggling iPad Safari off in iCloud and choosing to delete synced items from the device. When I toggled it back on it was re-populated with Reading List items, but then I noticed bookmarks out of order between devices!

Someone said somewhere that bookmarks, tabs and Reading List items are synced at the same time, but this sure hasn’t been my experience!

I’ve toggled iCloud sync for Safari several times, always deleting the local copy. Initially after doing so, sync seems to work OK, but within a short time sync stops again.

I’m not seeing the issue of bookmarks being synced but jumbled. They are simply not syncing.

I have noticed that only one device appears in iCloud Tabs. It’s not a feature I use, but its absence is symptomatic of the overall syncing issues.

I’m going to try signing out of iCloud and back in again. (Has anyone tried that?) I loathe to do it because doing so removes all my cards in Wallet. On more than one occasion, Amex has blocked adding my cards back until I call them, which is a big pain.

It becomes obvious that when a feature like this is behaving erratical there is a serious lack of a sophisticated bookmark manager within OSX/iOS. I really would be able to manage my bookmarks within a separate app (which also works better than using safari to do so, and being able to specifically determine my bookmark-list!

I really hate how limited the bookmark / reading list management is. Moving and sorting tests one’s patience. I’d also like to sync separate desktop and mobile bookmarks.

I think bookmarks are an afterthought for Apple. I’m sure most people don’t even bother with them anymore. I have a bookmark filing system that I’ve developed over decades! I used to use a Safari extension to sort bookmarks and put folders on top, and another to determine dead bookmark URLs, but Safari no longer supports the older extensions.

I wonder if iOS 15.5 beta has fixed this?
I have one iPhone on 15.5, and it still isn't working, although my other devices are not on beta.

I think it's a server-side issue since it suddenly broke around the time Apple had multiple iCloud outages and affects all platforms. I have two iPhones, an iPad, and two Macs. It's broken on all of them.

Yes, I never had this issue prior to the iCloud outage from a week or so ago. The Safari bookmarks on ALL of my Apple devices are screwed up now. This issue is on my iPhone 13 Pro Max, iPad mini 5, iPad Air 2020, and new MacBook Air M1, all of which are running the latest OSes. The issue is also on my MacBook Pro 2014 running Mojave and my Mac mini 2012 running High Sierra, so I doubt it is OS related. This must be an iCloud issue.

(The Mac sees the iPhone tabs but not vice versa.) I only care about the tabs insofar as they are a symptom of the overall sync issue.

However, sync is not working with my iPad Pro, iPhone 12 Pro, or Mac Studio.

When I have time, I'm going to clean up my bookmarks, export them, delete them from iCloud, sign out of iCloud, and then import them back. I hope that will fix sync on the remaining devices and not break the working sync between my MBP and 12 Pro Max. (I have no evidence that it will fix sync, but I've been meaning to clean up my bookmarks anyway.)

This is probably an iCloud issue and until it is fixed I doubt anything we do will solve it. While it is probably a good idea to export your bookmarks for a backup, I doubt the rest of your scheme will solve the issue. This issue started about the time that iCloud went down last week, so something must have gotten screwed up on Apple‘s end.

I was hoping it might reset something since sync works between two of my devices. No harm; no foul if it ends up not working.
 
I was searching just this issue as it has been driving me mad for days now! I'm glad it's not just my setup with these issues. I do hope Apple are working on this.

Oh no! ?? thanks for letting us know and hopefully they’ll fix this before the GM goes live. This issue is driving me nuts and sometimes I wished I didn’t update
 
I had the same problem, but I solved it by dragging each bookmark, one by one, in the desired order and they were synchronized on all my devices. I hope it works for you too.
 
Same issue here.

My bookmarks sync, but the order is always messed up.

I add a bookmark on macOS and it appears - but in the wrong place - on iOS. I move the bookmark on iOS, and it moves to a random place on macOS.

Occasionally a bookmark will just decide to move itself too.
 
I've noticed the top/bottom bookmarks ordering issue too on iOS 15 <-> macOS Big Sur. While it's annoying, what would be much more annoying for me is silent data loss of Bookmarks and/or Reading List items. I hope that's not happening!

Same issue, I’ve submitted a bug report to Apple including a link to this thread, hopefully they fix it soon.

I'm sorry, maybe I didn't explain it eloquently. I moved ALL the bookmarks in the desired order and so they synced across all my devices.
 
In Safari if I reorder ALL my favorites/bookmarks (one by one) from bottom to top it fixes the issue. After that, if I move or add a new favorite/bookmark it is synced across all my devices in the correct position.
