iOS/iPadOS 15.5, macOS 12.4 and macOS 11.6.6 just released. Decent chance that the Safari build that comes with these fixes this?
15.5 fixed several Safari issues for me so hopefully others will see an improvement in theirs.

I just updated all my devices to the latest but still the same :(

After hours of testing I managed to get some bookmarks synced across the devices but the "Favourites" is the only one with issues now. If I added a new bookmark to "Favourites" and moved it to another position it will always moves back to the top, which is really annoying!
 
So far seems like the new updates have fixed this issue. Will have to see how it performs after a few days.
 
I have 4 devices (MacMini, MBP, iPhone, iPad) and even with the latest software updates, the main issue remained that the Bookmark/ReadingList data on the iPhone seemed to be somehow corrupted because it wouldn't do any form of sync with the other devices.

After disabling 'Safari' in iCloud settings on the iPhone, opting to delete the local data, and then re-enabling it, now all of my devices sync Bookmarks/ReadingList with each other. But I still experience the issue where a brand new bookmark added to the bottom of a folder on one device will be added at the top of that folder on the other devices.

So I seem to have fixed mine for now. I disable iCloud Safari sync on iPhone and iPad and remove local data. Then on my Mac I exported my safari bookmarks to a file. Then deleted all the bookmarks from my Mac. At this point I then imported back the bookmarks that I previously exported and then re-enabled iCloud Safari sync on iPhone and iPad and all the bookmarks on all 3 devices are finally in the same order. Let's hope it stays that way.

Can you try to add a new bookmark on the Mac and see if it sync to your iPhone/iPad in the correct position? It's still not syncing the position correctly on my mobile devices, all on the latest updates.

But it does seem it's half fixed in that at least the bookmarks are being added and deleted on all devices and history is being synced as well now. Just the bookmark ordering is messed up.

Favorites didn't sync on my iPhone so I did what you said and disabled Safari in iCloud setting , I now just tested and it finally works fine ! Thank you so much !

The problem will come back. It always does.

But this does get every device on the same page again before the next time they stop syncing.

Well what can I say other than me too. Not only that but Mail is playing up as well - slow loading - am now using Spark instead which is a nuisance as all my email files are in Mail on my Macbook, and Apple telephone support unable to help after two tries. I had hoped that 15.5 would do the trick but no such luck. I’m almost starting to think that Apple doesn’t want us to use its apps - too expensive to maintain?? Come on!
 
Yes me too, and found 15.5 cured it for 2 days now the bookmarks added after 15.4 have returned to the top. What is going on?
 
I have this issue for months.
I decided to just turn off and on iCloud Safari on all my devices (iPhone, iPad, Mac). And it SEEMS reading list, history to be working.

But the issue with the favorites is not solved.

This is a joke lol. Apple wtf are you doing? Is it that hard to fix it? Yes we know Safari is limited and it's ok. But at least fix the annoying bugs. Can't believe syncing between devices is not fixed yet...

This issue has been fixed for me on 15.5 and seems to be a server fix as I didn't have to do anything. All my bookmarks are syncing across my Mac, iPad and iPhone and keeping the correct ordering.

Hallelujah!!!!

I had an issue last week when I added a new favourite on my iPad, it didn’t show on my iPhone. I had to turn the toggle for Safari off and on (in iCloud settings) on my iPhone and it then synced.

I have just tested adding a new favourite now, and it has synced immediately.

Last week I had my iPhone in low power mode when the favourite was added on the iPad and today it’s not in low power mode. So I wonder if it’s something to do with low power mode, or whether some server problem was fixed?

Both devices on 15.5 on both occasions.
 
iPad mini 6 and M1 iPad Pro 12.9 here both on 15.5.

If I reorder a bookmark on the mini 6, the bookmark will go to the top on the 12.9 and vice versa.

Try turning off Safari in iCloud on the 12.9 and delete the bookmarks when it prompts you. Wait a minute and turn it back on. This should clear out any corruption and syncing should return to normal after this.

I've had to do this before but in the past week, I didn't and all my bookmarks just started working again without me having to do anything.
 
Latest everything. Adding a brand new bookmark on phone, it does sync to the Mac but is in the wrong position in the folder on the Mac.

Posting on this thread so I can track any permanent solutions, bookmarks no longer sync among MacBook, iPad and iPhone, positioning all weird too with bookmarks saving at the top or not saving their position if you move them. Very annoying, surprised Apple has not fixed this.
