Why do I have this feeling that iCloud shared photo albums is going to require using your iCloud storage unlike regular Shared albums which does not use any of your iCloud storage.

Smart. iOS usually doesn’t stabilize till June when the new beta comes out. Then a couple months later and it’s the same nonsense all over again.
