This showed up for me OTA for a short period of time. I even started the download, but now it‘s gone with 16.3 being marked as up to date.

Had to remove the update from iPhone storage now.

I saw the update, now I don’t see it. Apple must be either having network issues, or their update server is getting hammered.

I'm seeing 16.3.1 for two iPad Pros (11" and 12.9" 2021 models) as well as 16.3.2 for Apple TV and HomePod; not seeing 16.3.1 on my iPhone 14 Pro nor Ventura 13.2.1.
