These are the biggest issues I see. I have in the past had a dev recommend to reduce apps in the app manager to see if it helps (usually did)
  • App locks when trying to open a movie, photo, or document.
  • App launches but reacts sluggishly.
  • App won't launch at all or locks in load process.
Apple seems to have frequent issues with being to aggressive or too passive on RAM management.
I do find I am doing a lot less than say a couple OS generations back.
The RAM management isn’t perfect but it does a pretty decent job.
All the issues you mentioned should go away with closing just the one app 99% of the time and a rare occurrence in and of itself. But it is a software and being as sophisticated as it is these days issues are inevitable. Closing an app or hard reset should take care of it as others have mentioned.

I’ll try just closing one app next time and see if that does the trick.
