Passkeys work with across devices and platforms, including Apple, Google and Microsoft. It's not an Apple specific invention or feature. Instead of authenticating through a password on to access your account on whatever (website, apps ....), you basically enlist your device has the key to access your account (never mind the details). Multiple devices can be enlisted to "open" the same account (say your iPhone, iPad, Mac) ... If you are using a device say a PC that hasn't been enlisted the application (website or whatever) displays a QR code on screen ... than you can use your iPhone (already enlisted) as the key to authenticate and allow you to access your account in that device.
Your iPhone becomes your digital Keychain. But you aren’t strict to the iPhone, you can use any device of any platform for that matter … more than one if you ever so please … say your phone, tablet and PC.
Too complicated? ... well if you are an Apple user the simplest way to think about it is ... imagine you can use your iCloud Keychain / iPhone to open any "door" you have a key for on any other device ... instead of using an insecure password.
