There's a good chance, yeah! Might be the only option. I'm just curious if Apple will include the option to download & install whatever is current, or if they'll just leave it up to the user to figure it out.
I’d imagine that they will require authentication to keep the developer beta channel selected and will simply switch to stable if authentication fails. Then, one essentially stays on an old beta unless the public beta channel is chosen or a stable update that supersedes the beta is released.

My guess would be a some sort of nag screen, forcing the user to downgrade in some way. Time will tell.

I always thought it was willy nilly how Apple handled IPSW images anyway.
 
So now we need to see what happens when they're prompted for their Passcode while running the Dev Beta and they're NOT enrolled in the Dev Program... Should be fun lol
It will be the authentication that Apple will be doing to see if you have a developer account. I guess those who don't, won't skip the beta directly, and should sign up for the public beta or restore to the latest stable version available.

My suspicion is that if you are not signed in with a currently paid for developer account you will not even be able to download the developer beta. That’s the easiest choke point in the process.

We’ll know soon!
(Or it won’t work properly and Apple will not activate it on their end)
 
In the public beta program, Apple already makes a difference in the process of adding to the beta process: with iOS 16.3 or lower with the profile and from iOS 16.4 choosing it in the settings menu. So those who have chosen the developer betas, without having an apple id registered as such, will not appear and that's it. it is my assumption

I’ve switched it to public. See what that does.

You still need a profile install at the moment to get the beta update options. Just deleted it, installed public, so just had public beta option. Deleted that and installed dev profile and got public and developer beta update options.

Not me. I was on 16.3.1 and updated via Finder with the .ipsw file. Then turned on Dev Beta Updates. No Profile involved.
 
I’ve done a couple of DFU’s since the start of this 16 beta process for various reasons but the most recent one was a couple of days ago. The fist one awhile back didn’t change my Beta profile but a couple of days ago I noticed this. It mentions my iPad which is also on the beta. The profile on my iPad changed by itself to this(see attached). It no longer mentions whether public or dev profile.

Otherwise, Tuesday.

It’ll be today if Apple is trying to make up time (assuming beta 1 was late). If it’s not today, then it may not have been late despite the long wait.

I’m giving it a 60% chance of being today.

EDIT: All the activity that seems to be going on behind the scenes regarding the activation servers and what is shown on people’s software updates settings panels (noted both in this thread and the 16.4b1 thread) also leads me to believe that b2 is more likely than not today.

I updated from 16.3.1 with the developer profile that I had from betaprofile, and I also added my 13 pro in the public betas a while ago to have it added already. with the developer profile, in the previous betas I skipped the developer betas without problems. However, when updating to ios 16.4, unlike the others, it only gave me the option to choose the public beta in the settings, despite the developer profile. A friend didn't have her device added to the public beta program, and it let her select both: developer and public beta. Seeing that in the public beta program, Apple changed the explanations of how to install the public beta, mentioning in the setting that it will be available in 16.4, I told my friend to add her device in the public beta program. She did, and after rebooting, she also had the developer beta option gone, despite not having deleted any of the developer profile. By this I mean that Apple is already verifying internally, and very efficiently, who has an Apple ID in the public beta program, who as a developer and who none. For me, the problem will come from people who do not add their device in the public betas, they will stay in the first beta for a long time, and after a few weeks Apple will start bothering them with messages to update as there is one more beta recent
