It’s not just you. It does seem to be taking quite some time and the update size isn’t really that huge.

The developer betas continue to appear with the profile, I suppose that until the official launch of 16.4 the new betas system will not come into operation

I think that in the betas of ios 16.5 it should stop appearing to people who do not have a developer account with the profile.
I just hope that in iOS 17 they advance the launch of the public beta somewhat. With launching it at the same time as the second developer instead of the third, I'll be happy haha
