The release notes shows lots of known issues. If you hoping for new hardware don't you want OS's that have been tested more? ;)
People always act like Apple or literally any other software vendor waits till all known issues are fixed before releasing, that's not going to happen. They will release when they need to, which if the rumours of a new 15" MacBook Air are true will be whenever that is or just before.

They might not fix everything, but nether do they conclude a beta cycle prematurely. 16.3 was a example of only specific things being worked on. 16.4 was building out the OS to be able to do more, thus its systems notes are more extensive comparably. Wraps up end of March thru April with 16.5 filling up most of the time between 16.4 and WWDC 2023. Since you brought up the rumored larger M2 MacBook Air, it's likely could run with just a minor update for new device support with current released system FW. But MacOS 13.3 beta 3 has crashes on M1 Macs with Safari in some usage as an example. So in that regard beta 3 is far from ready. Yes I have multiple reports about it sent to Apple.

I would think that Apple would be like many other software companies, that have policies (targets) over how many bugs would still exist in each release. (and could have different policies based on whether it's a major, minor or patch release).

eg.

# of P1 bugs ( <2)
# of P2 bugs ( <20)
# of P3 bugs ( <100)

Priority of the defects is dictated by the severity of user impact as well as likelihood of users encountering it. (also, in feature releases, whether the defect is gating the launch of the feature).
 
Apple Classic on March 28th so that likely indicates a release date for 16.4.
16.4 could be releasing on the 28th but according to the article, the Classic music app isn't tied to a specific iOS update as it's not a bundled app.

Precisely! As I've said dozens of times here, its basically this equation: bug severity times the number of users impacted. A severe bug affecting few users may have a “bug severity index” no more than a mild bug affecting a lot of people.
 
16.4 on March 28th along with Apple Music Classical. Yes, it works on 15.4 or later but I assume that tvOS and Ipad OS apps will be released as well (currently not available), along with perhaps an audioOS update (Homepods), with improved Siri for classical music requests so it all adds up nicely.
 
Good points made. And the 28th is a Tuesday, which is a preferred date for final releases.
I always thought Monday was the day for final releases.

UPDATE: After looking at release dates for all of the ios releases the majority of final releases has been on Mondays. There were a few on Tues, Wed and Thursdays as well

Will Tim Cook be too tired to push the button Tuesday morning? Between daylight savings and his Academy awards party hangover, will beta 4 come out on Wednesday??

Very likely and because MacOS Safari 16.4 is more involved with new video codec and newer SoC's supporting new hardware decoding you'll likely see a Beta 5. Also anyone using tvOS in the developer menu latest 16.4 beta has Media HUD working now without needing to toggle it on via Xcode anymore. Thats similar to nerd view on Youtube. Since Classical isn't out to the 28th, seems odd to release iOS 16.4 without knowing that works perfectly with that app before it gets released but we'll see.

Remember guys America has changed to summer time so in the uk it’s now 5pm not 6 when it’s 10am USA time, until our clocks change on march 26th
