When Macrumors does mention bugs, they are either dismissed as hate or as isolated cases that shouldn't prevent anyone from trying out the new system.
So in a way, Apple's stance is understandable.
Fixing bugs is not rewarded, but the company is immediately criticized if it doesn't bring out something new.
As a user, I would be happy if the only new thing was bug fixes.
But when I put myself in Apple's shoes, I understand why bug fixes are the last thing the company is interested in.
For that to happen, the "fourth power in the country" would first have to change its mindset.
