Much like there is now a "Time Sensitive" notification type, Apple should implement a "Promotional" notification type that you can disable separately for any apps. For example, if I have notifications enabled for the Target app, so I can get delivery information, I should be able to disable any promotional notifications for Target separately.

I agree. People will say that notification channels already do this, but it should have to be a separate permission. Ex: "Target would like to send Promotional Notifications." Allow/Don't Allow and enforce it via App Store guidelines. Time Sensitive notifications are already a separate permission class than normal ones.
