I think I found a workaround for this issue.
I tested it in a few apps, and it seems to work very reliably.
- Press the button you want to tap.
- While still holding it, tap another button. (This button must also be unresponsive.)
- Release the first button.
- The first button should now register the tap.
Another possible workaround: If the button does not normally perform an action when held down, try holding it for about 1.5 seconds and then releasing it. This may cause the button action to trigger.
I also confirmed the same symptom (and the same workaround) happens with Safari tab selection, so this doesn’t seem to be limited to a specific app — it might be a system-wide touch event issue.
