Would be nice if a long press on the volume button (in either direction) toggled a UI that asked what volume should be affected.

Yeah, but what if you are expecting a call from a plumber, electrician, etc. who would otherwise be an unknown caller? That’s why a toggle function would be useful.You can just block unknown callers all-together.
Ah, I have a shortcut but it does both; on and off. It works but I have to keep track which mode I am in. Two separate dedicated shortcuts would be better, if I can just figure out how to implement it.I gave up waiting for this and made two simple Shortcuts, one to turn on "Silence Unknown Callers" and the other...well, you get it. Then open Control Center, click the + to add a Control, scroll down to Shortcuts and add both of these with simple names. You can move them around so they are in your first CC screen. Done.

I suggest you contact Justin Bieber instead.…] Which of course means that when the Music app picks up the play signal... yeah; it's painful. My ears have been assaulted by this issue more times than I can count, and my knob-turning reflexes have become distinctly well honed.
(And yes... I've reported the issue to Apple via the Feedback app.)
