New Siri is running on Gemini models, I’d hope New Siri could at LEAST compete with Gemini. If not, I don’t think the problem is the model …

That's a great question. Apple will likely limit it to iPhone 15 Pro or newer, even though it could probably run on much older devices. We should find out soon enough - WWDC is just a few weeks away.

Actually, Siri (Assistant) once was just an app before Apple bought it and for a while after. See MacRumors Article from 2011.
