Ok got it! It wasn't showing the OTA on my college WiFi...
Switched to 3G and bam!

The dev site is always late...

Seems like they would do it all at the same time. I know there isn't an Apple employee just sitting there waiting until 1 to oress the release button. It has been done and it was programmed to show up at 1 pm est.
