Its also ironic that FaceTime being the iPhone 4's 'special feature' can't even get a basic feature like calling over cellular. Judging by this trends the iPhone 5 won't have the tech specs to get FaceTime with group chat.

Apple usually enables every feature the phone can handle. It does do a little supression, but they have been good about it.
The 4 has turn by turn, just no voice. Voice is handled by Siri. Apple wants a built in audience chip w noise cancelation for Siri.
Facetime over cellular, well thats harder to explain. But a weak argument is that the pings on the 4 are too high with that infineon cell chip. They are about 350-400 on ATT. The 4S has pings of 100-130 on ATT HPSPA+. So the 4S does have better cell phone circuitry.
