Considering the particular steps are not even applicable to an iPhone or iPod device...doesn't seem that would be likely.
 
Confirmed iPad mini retina.

My iPhone, iPad air and iPad mini retina - all with OS7, crash multiple times a day. Apple's saving grace is that IOS7 crashes and recovers very quickly.

This operating system is the worst IOS Apple has released ever. Yes, ever.

You appear to have never used iOS 1.0. Settings would crash if you looked at it wrongly. That is if it even loaded without crashing first. Think 1GB of RAM is restrictive? Try loading a page in Safari that has more than three pictures and hoping it doesn't crash with 128MB of ram while listening to music.

I had the original iPhone. A few weeks after release. While I love my unlimited ATT data plan, that IOs was rock solid compared to 7.

It was rather awful. One could crash nearly every app on demand, it was full of memory leaks, and had some broken functionality. Compared to iOS 7, I'd rather have the newer iOS 7. Far less crashes or missed targets with it. Of course a large amount of the bugs were worked out when iOS 1.1 came out as may have been your case, but the 1.0 releases were extremely horrid.
