The best metric, IMO, is if you take it off the charger in the morning and, without paying attention to batter (unless you get a warning) see where it is at the end of the day.
Also take into account Li-Ion batteries don't have a perfectly even discharge curve. Drain rate at 100% capacity will not equal drain rate at 50% no matter how good your signal.
Well, I don't know how or why but over the past few days my iPhone 5 battery has shown an incredible improvement. However not on 7.1b5 but on 7.0.4.
As I started this thread I was on ios 7.1b5. (Registered Dev) and my battery was very bad. I was getting around 3-4 hours of usage only and would be at like 30%. So I decided to downgrade back to 7.0.4. When I got to the setup screen I decided to restore with iCloud but was not able to as it required 7.1. So i setup as new and installed everything I needed. Then I deleted the 7.1 backup and backed up with 7.0.4. After backing up I decided that I would try restoring DFU with iCloud. I did so and let it setup my phone. I then let it drain down to 0% and left it overnight at 0%. In the morning I charged it 100% and took it out. When I got to 1 percent i had a usage of 4 1/2 hours and a standby of 12 hours. This time however at 1 percent I didn't let the phone turn off and plugged it back in and let it charge overnight without touching it even once (no pressing power button and anything)
After unplugging it in the morning I started to use it and somehow my battery suddenly became amazing. Take a look at the attached image below.
