You have HDR on and "keep normal photo" on... Go to settings>photos and camera, scroll right to the bottom and turn "keep normal photo" off...

I just enrolled in the developer program, and have gotten to try out Beta 3, and I really like it. Of course the bugs are there, hence beta, but it still refreshing.
Is there a way that the dock background can actually be removed? I really like the home screen, but the dock really sticks out like a sore thumb. My opinion, it should be a blurred portion of the image on your homescreen.

It is a blurred portion, just very heavily blurred. Some promo pics show less of a blur, so may change.
Yeah, I see that its blurred, but its the dock that is blurred. I think it would look better if they just blurred out the lower portion of the wallpaper on the homescreen, just where those icons are, and not have the rectangular block at all. It would look much better, and wouldnt stick out as much as the dock.

"Increase Contrast", turn it off in settings.

Increase contrast is probably turned on in accessibility in settings. Check that.
I've gotten weather "alerts" from half a state away, and amber alerts from 400 hiles away headed in the opposite direction...

iPhone 4? I think they're still tweaking the UI for the iPhone 4, the same happened with the lock screen and on beta 3 they fixed it
Have now. Is this new for beta 3? Wonder if it's intentional.
Is it some leftover of a clock that was originally meant to tick?
Or is the "refresh rate" on the icons lower in wiggle mode?
The lightning bolt in iOS 7 is now outside to the right of the battery. In Beta 2 when the iPhone is being charged the lightning bolt would pulsate to let you know it's charging and when it's fully charged it would just illuminate and not pulse anymore. In Beta 3 the lighting bolt doesn't pulsate at all. It is illuminated while the iPhone is being charged but there is no way to check to see if the battery is fully charged other than having the percentage indicator on. And then that's not accurate because the iPhone can say 100% but at the same time it's still not fully charged.
