there is an issue for me with my mini and video, using the videos from the cloud, I get a stutter and a refusal to let me select a video on the device. It works fine on the touch
 
No problems here. I even tryied Safari on the mini hotspotting from my iPhone and that was just fine as well.
 
I always perform a clean install after a major OS update release. I find it tends to eliminate most of the gremlins people complain about. :cool:

Sounds like a good plan. I think I'm just confused about the order (and again, my apologies if I'm just stupidly missing something). Should I follow the reset steps you provided before installing ios7, or is it something I do after installing it?

To perform a proper clean install:
plug iPad into iTunes. Click on it in the source list. Click "backup this iPad". For that matter make sure iCloud backup is on as well. Instead of "update" click "reset" (I think it says). iTunes will download the latest software (in this case 7.0) and clean wipe your iPad and in the process update it to iOS 7. Proceed to load everything back on. You're done!

It doesn't matter either way. I prefer after as my choice. And the previous poster suggestions also work. I just don't like iTunes.
 
For me, transitions were not as fluid as on 6. And I really hated the new UI. I just reverted to 6.1.3. So relieving to be back. There's a reason Apple stuck with that look for so long. It just works.
 
It runs ok in mine too, I noticed only 3 annoying things:

* Sometimes it takes a few seconds to wake up after pressing home button. I noticed it in other circumstances too.
* In Messages, the animation of sending the message is a little weird, seems laggy.
* When seeing a photo, there is a noticeable lag after pressing the new option button (bottom left). I've noticed this in an iPhone 5 so i think that is not a mini related issue.

One time I had a weird problem when unlocking and turning the device, the screen was corrupt.
 
I've experienced lag/stuttering on my iPad Mini with iOS 7.

I don't like how the iPhone features are not all available for the iPad Mini iOS 7...such as full screen in Safari...the task bar in Safari is at the top, instead of the bottom.
 
I haven't had any issues with browsing, though I do not use Safari.

The only thing I have noticed is that Star Wars: Knights of the Old Republic will get a little laggy more often than I remember it doing before.

I am not thrilled some phone features on iOS 7 do not carry over to the iPad either. I do not understand why no full screen in Safari or no tabs index feature there either where you can swipe away web pages no longer needed.
 
I'd been wondering about updating since it popped up for me earlier today.

(I had manually checked for update on the iPhone)
 
haven't had any problems on my mini yet but i mostly use chrome. That being said the issues aren't surprising.

512mb of ram and a 1ghz dual core a9 was decent in early 2011 but going into 2014 it's not exactly cutting edge and it's no surpise there's performance issues. Apple really gimped the hardware in the mini and it's not exactly future proof. If it gets ios 8 i would avoid upgrading.

I had performance issues with the betas, understandably, but with the public release the performance has been fine, no better or worse than before. I would also suggest restoring through iTunes, after backing up of course.

A clean install is a good idea whenever you upgrade from one OS to another, be it iOS 6 to 7 or OS X Mountain Lion to Mavericks.
 
So far no real performance issues but man are the transitions slow. Makes it feel as though I'm navigating through molasses. It's not a performance problem it's just transitions that bug me. I like them fast. On my Nexus 4 I turned all animations to .5x
 
I doubt the software will improve much hoping the new iPad 5 has a little more juice under the hood though where it can handle the iOS with ease. That should fix it right? :D
