Post your bugs, new features, or changes in iOS 8 Beta 3 you have noticed. I'll try to keep this post updated...

Fixes
  • Home button bug closing apps.
  • Apps will no longer reset themselves and Preferences. (This was due to high memory utilization)
  • Fixed Voice control opening instead of Siri.
  • Battery life has improvement on some devices due to extensive logging.
  • Fixed long iCloud signing in some cases.

Changes
  • Tweaked Clear button in Notification Center.
  • There is a new "Enable Handoff" toggle in Settings -> General.
  • iCloud Drive is now available in iCloud settings
  • Entering Private Browsing mode no longer create a new tab automatically. A section explaining what Private Browsing mode does appears when there are no private tabs.
  • New wallpapers on iPad and iPhone.
  • Shared Photo Streams are now called Shared Albums.
  • QuickType option now available in Settings.
  • Option to automatically keep photos and videos sent/received in Messages.
  • UI tweaks in Weather.
  • iPad: There is now a very subtle shadow behind tabs in Safari tab overview.
  • iPad: You can now take selfies in Messages just like you can on iPhone.

I'm willing to bet money that it does, since it apparently happens because of the iCloud changes. If that's the case, it will be fixed by a WhatsApp update, not an iOS beta update.

So are the clear buttons in the notification center more like how they are in 7.0 vs 7.1?

handoff

hoping handoff works with beta 3 and dev 3......
anyone have any luck with this yet where it hadn't worked before?

Changes: Sadly the Recent Icons are more noticable. The text of the initials of the names are not transparent anymore, but they are white.

I cant find an option to disable (yet)

App Store still has hickups. Getting no results , just a blank page, when searching for apps.

Pdf Viewer wasnt even touched. It displays most pdfs broken. I have to keep using Adobe Reader, which can display the pdfs. But when you print it will still show a salad of characters and symbols

so far no improvements. Really sucks :(

Home button bug closing apps is fixed also now have 4g back on my phone, iCloud Drive is now available in iCloud settings

So some probability of beta 4 being released on Mon. July 21 it would seem (although that would be 2 weeks from today, and there's a decent chance it would just be 3 weeks from today instead).
 
New iCloud Drive splash screen during setup and in the settings app. Now detailing the differences between iCloud drive and iCloud documents sync.

I did a fresh install and App Store causes a Springboard crash right after I select to install an app. Doesn't matter which app, happens for every one I select. The app will install though. Anyone else have the same problem?
 
You now get the number of days you have to recover your pictures in the Recently Deleted album.

Safari on iPhone now starts with the address bar collapsed instead of open and collapsing only when you scroll the page down.
 
At some point if some1 could post weather this beta is as insanely unstable as the beta 2 was, that would be greatly appreciated. :)
