Still not getting weather animations on some locations, I thought this would be fixed by now.

Deleting and then adding Cities again fixed this for me.

There was a button on the right side of the address bar (like in Safari on Mavericks).

There still is here on my iPhone 5S.

Yes because the 4S does not support Bluetooth low energy.

It supports BTLE.

Handoff/continuity seems to be missing form the GM for the 4S. I can't see it in Settings->General.

Handoff is indeed missing.
Continuity works though, just takes a while to get going..

During the keynote he specifically said only available on T Mobile and a European carrier now. Other carriers will come later.

That would be EE in the UK #
