I highly doubt this is for leaving tips after meals. I wouldnt be surprised if it was a how to use the iphone type thing.

If this is indeed a genuine screenshot then how come FaceTime, Healthbook & Tips look like playschool icons, whilst Voice Memos, TextEdit & Preview have much better quality icons? There seems to be no continuity. Either stick with the colourful childish icons or have adult ones, not a mixture.
I really wish they would ditch the dull grey folders too.

I guess it's a system features help app. In the iWork apps there is a help feature showing yellow popups with tips how to use the app.
