iOS 9.1 - Can't sync apps to iTunes

Hi,

I have an iPhone 5s with iOS 9.1. I can't seem to be able to sync my iPhone apps to my iTunes 12.3.1.23. Has anyone solved this issue previously? Seems like other people on Apple Discussion are having the same issue.
