Did you buy your ipad from Best Buy? Because that looks like a Best Buy employee. Was your iPad sealed when you got it, or did you buy an "open box item"?

however, Apple is SUPPOSED to switch the casing of the iPad and restore it with a fresh copy of iOS.
So... no idea how did that happen...

They assured me it is new. The serial number is not a refurb.

In the second photo you can read the text RMAD and await clean and packing.
RMAD could be Return to Manufacturing Department. Looks like this might be a refurbishing department. Especially since they need to clean the device and repack it.
These photos are not from the factory it looks like there from some sort of Apple testing/refurbishment facility.
Like to see they are using a Samsung monitor...
Samsung parts are in a lot of apples products...
Yeah I know... but if I was that creepy lady I would grab a returned ACD for my work station
