All iPads iPad Air M2 13 vs Pro M4 Keyboard

The new Pro gets the additional function keys but the Air does not, all the while, they cost the same. What am I missing or is Apple just charging a premium. Will a new Pro keyboard work on a 13" Air?

On Apple's web site it is not listed as compatible so I would assume not.
