Ipad being controlled from elsewhere

Hello, i have an ipad air wifi with a strange problem. After activating it when i click on safari and/or camera both the icons disappear from the screen permanently. SO i restored the ipad and when i try setting it up i get info "Configuration allows Sabine Parish School District to manage this ipad over air" and "Sabine Parish School District will automatically configure your ipad"? Then after setup i can see all the icons on screen. I then get the message "Sign in to itunes to allow 'ios.meraki.com' to manage and install apps. I click cancel still after a few seconds 'Camera' and 'Safari' icons disappear. Can anyone help me solve this problem?

Yes, the school district administrator has to remove that iPad from their account.

The reason your Safari and Camera icons disappear is because the school district probably didn't want students using those apps, so they disabled them.

Well I live in the UAE and the school is in the US, is there any way to pay for a service to solve this problem?

Contact them.

Do you go to that school? How did you acquire that iPad?
 
I can not see the school system helping you out in getting their stolen iPad up and running. At any time they could reset the device back to new dumping anything you have in there. They are in control as they own it.
 
It's good you've contacted them. It may turn out to be a stolen iPad in which case you could send it back to them. It's not often that stolen property ends up back in the hands of the rightful owner but it's great when it does.

Well I paid for the iPad and I can't afford to gift it back, maybe they'll just disable it for me
 
Well the harm is already done, just hope the school disables it for me
 
Do you really believe they will just say "sure, it belongs to us, but we will let you keep our stolen property and use it"?

I'm assuming there is a profile being installed? Can you remove it? General -> Settings -> Profile.

Like a few have said, they will not unlock it for you. Just curious where did you purchase it? eBay??
