For the few lovely pros, back mine goes.

Serious lag in Safari here too. Web sites load very weird (I never had the split screen active.) They do not always resize when I pinch and zoom and such. And links don't work. When you're trying to see the transit situation and cannot log in at work on a day like today (Pope in Manhattan.)

I also felt a shock using the official lightning charger.

Battery life not good (not a gamer.) It's still going through charges fast watching iTunes movies, using pixelmator and typing. Really?

(I shut off all animations, background refresh, kept on 40% brightness etc.)

Finally, mail kept having hiccups (I'd open an email and it would act as if I did not.)

I am returning Monday morning.

All that said, I'd still recommend it. The screen, speakers and weight are fantastic.

I'm on 9.1 beta and it does the same thing. It just won't scroll sometimes, or when it does, its choppy as hell. I think I'm going to return it and if they ever choose to fix the issues, I'll try again later and get it for 100 dollars off.
 
Can anyone on here make videos of these safari problems, because I have a mini 4 using IOS9GM 340 build. I set it up as new device without no syncs or backups, manually setup accounts, emails, icloud, re downloaded apps and everything.

90 percent of time safari is working good and flying when you finger flick scroll with all of the website being displayed and sped through up and down in portrait or landscape. Only a time or two did a website in landscape when flipped to portrait freaked out and loaded block by block but a refresh fixed it. I also clear out my safari cache under general settings and now also under local storage usage under general settings because it needs to be cleaned twice now two different ways (IOS9 bug or glitch). I always close it when I am done and any other app.

I am using a r7000 netgear router and connecting to it dual channel on 2.4ghz band at 144Mbps wifi speed. I have fast internet when its working right (ISP issues lately) and low latency which helps safari web browsing on the mini 4, two mini twos in my house, and an air 1 that does good with safari and web browsing.

I watched the clip of gray blocking where graphics should of been, scrolling a webpage from a user here, but mine never did that at all.

Remember ICLOUD syncs safari and web related files and data to Apple, does not matter what IOS version or what device it is, in Safari you can click links when you drag browser into small window into background and see list of things at bottom from ICLOUD sync and other devices. Kind of like google does with chrome and android.

If your safari is getting this cached sync data from other browsing sessions from other devices with different IOS versions, then mixing it up with IOS9 on different devices or for example the mini 4, it could cause problems. (an idea)

Like I said Safari 90 percent of time on IOS9 has been working fine for me like on older devices with older IOS. There are some small bugs here and there with certain websites but remember Safari on IOS9 is newer version, probably has some new weird browser meta identifier like all browsers and os's and systems, and some websites do not like it. OR maybe its a wifi problem or celluar problem having to do with latency and speed of the data connection. HIGH SPEED ROUTER and wifi or good celluar connection makes web browsing a make or break kind of deal. If your getting packet loss while loading sites, its gonna cause issues in physical view of that site.

You can troubleshoot that with "he.net - network tools" and "Fing - Network Tools" to ping local lan ip's or WAN ip's and conduct trace routes.

Sorry this is happening, I am not seeing the major stuff you guys are describing at all but do notice little glitches and bugs which are to be expected because its IOS9 using metal API (Apple claims) for everything in IOS to include safari now.

MY BIG GRIP 10 hours battery life without any gaming and mostly web browsing and some youtube videos here and there and music.. GEESH make it smaller and no more good magic battery life. I do not think the A8 chip helps when it comes to anything that can use the full power of it, cause its going to drain battery quicker compared to older downclocked slower chip with slower gpu.

9-26 update. iCloud was a culprit in my case:

Interestingly a complete erase and restore, setting up as a New iPad and NOT setting up my iCloud account seemed to make the safari and mail issues go away, including most of the lag (saw it in iTunes but...)

I erased / restored again and repeated the above the steps. Practically no issues.

Unfortunately, I am getting a tingling sensation from the back of this Mini.

Guess I'll just sit tight. The more I think about the phones and the carrier bs, the less enchanted I am going back to that proposition.

Not crazy about returning another Apple product, one has to take risks sometimes.

As I said in my previous post, the iPad Mini 4 is a great iPad. If you want portable, it's a lovely machine. The best I've ever used.

My annoyance from yesterday is replaced by clarity today. Yes, so I am Goldilocks with Apple products, but eventually I'll find the portable that is just right. :p

When I'm on daily mail website (don't judge me!) I scroll down quickly and for a second can't see anything but white or light grey.

This is more apparent on their home page but also happens on articles.

Just go to dailymail.co.uk. Start scrolling down and see if the whole page has loaded or if it's white screen as you scroll.
 
I went to dailymail.co.uk on my us version Apple iPad mini 4 gold 16gb wifi edition. It loaded all content in mere seconds on my 110/10 Mbps low latency internet connection. I am using aIOS9 GM build 340. Set my mini 4 up as new device manually getting it like my other devices.

Right now in safari I got 10 tabs open to message threads in forums on macrumors.com.

Made new tab, loaded that page with all content and graphics in seconds. In landscape I finger scrolled slowly, faster, and super fast and it visually showed all content flying through the site up and down multiple times instantaneously. No blocking, missing chunks here and there and no blank white spaces where there should be content.

Flipped mini 4 to portrait did same tests and it scrolls smooth with absolutely no Lag using touch and drag up and down slowly, faster, and super fast instantaneously again and all content is there and visual no matter the finger speed of dragging or flicking to scroll it.

Many tabs open.

Once again internet speed, latency, no packet loss, fast wifi connection to good quality router will make a difference that makes or breaks browsing.

Wish Apple devices had a record screen to video option so I could make quick video.

Here's Safari just displaying gibberish going to a site. Now to wait for an iPad Mini 5 with A9, SAMOLED, 4GB DRAM, starting 32GB storage and by then iOS 9 will be more mature.

The issue you saw was via wifi to a slow bad shared internet connection in store that never works with packet loss. Issues with wifi or slow internet with bad latency or packet loss, you get web code instead of page rendered. Can't blame that on Apple or the mini 4.
