Low price point? Only under contract, which is not something they do in every country, and only when you disregard how much you're going to end up paying for that contract. Even the minimum mandatory data plans they put on smartphones in the US alone will at least double your long term investment.

The dwindling sales figures for the iPod line would seem to indicate that people don't care ( or don't want to know ) what the long term investment is....

I really don't see a need for a smaller iPad. if anything, I'd like apple to release an extension device with an e-ink screen. Just an iBook reader that syncs with my iBook acct and that I can use by the pool and in full sunlight. Price it cheap, and I'd use it in conjunction with my iPad.

That'll never happen though, because I doubt they'd sell enough to make it worthwhile.

Due to the fact of the pricing war in 7 inch tablets with costs.

Making something a retina display won't be THAT pricey. Afterall, the iPod Touch 4th Gen has retina display too. It'll be the least of their problems. And I'm sure they won't release any completely new product that does not have a retina display.

As for what I think of 7" iPads..meh..
They could release one. But Apple's smarter than that. If they really needed one, they'd have released one already. Not wait till summer or whatever.

And I highly doubt they'd be stupid enough to release 2 brand new products in one sitting. (As in, don't think they'll release iPhone 5 AND iPad mini.) That'd be a very bad decision.

[From here on, this is all just my point of view] Releasing a mini half way through to iPad 4th gen..would be a bad idea, because they'd have to release it with the current iPad look, which is bound to change somewhat in the upcoming 4th gen. Also, 7inch is a bit too small for all the iPad-y goodness. Apps would need scaling down (or up, from the iPhone version). Which will look terrible. I don't think they would want to do something like that. That would hit them hard on what they said about other tablets and their apps being all stretchy phone versions. [/Point of view]

But hey! I'm not running Apple. Only time will tell what they have for us! We can only speculate. =D
