I really want to get an iPad but as someone who has minor arthritis in my neck I'm wondering if it will be too much always looking down with a forward head position.

I already have been told I have a reverse curve in my neck from holding my head in a forward position for many years working over laptops. I now try not to use laptops and just use a desktop at eye level so I can have good posture.

Does anyone with neck issues able to use an iPad comfortable? Is there a position that one could use the iPad with proper posture?

I have a reoccurring slipped disc in my neck.
Part of the issue you might have is supporting it with your arm. I use one of these which helps.

My neck also has a slight reverse curve, but I can't stop using my iPad because of it. Lol
