Help me out for a second, I have a headache.

The iPad looks like it has all the needed coverage to work pretty much anywhere in the world... Correct?
Yes, but only if it's approved by the governing agency in that country, and for it to do so it must comply with said country's standards. It's really simple.
Why would Apple submit a euro spec iPad to the US FCC? This goes with many electronics, that the ones you buy in one county aren't exactly (I.e. with radiation, frequencies, power supply, keyboard etc) the same as the ones in another country.
 
iPads sold world wide are going to be identical. The FCC only tests and reports on the bands that will be used in the US. The specs page on apple.com shows that the iPad is quadband GSM and triband HSPA.

Take a breath people. It isnt that complicated. ;)

I can just see the class action lawsuits now. "I am sterile because I sat on the couch too much using the 3G radio in the iPad to surf porn sites. This effectively eliminated my possibility of having children. There was no warning label on the device so how was I supposed to know?"

Dont most people keep their phones in a pocket quite near there already and when they aren't keeping it there they're keeping it right next to their brain? ;)

I think i'd rather fry my nuts than my brain but I was under the impression there has never been any real evidence it fries anything. (the prolongued heat from a normal laptop, if used on your lap is probably much more of a risk to sterility than any microwave/radiation silliness) ?

Haha! I was just kidding. There are articles that appear from time to time about cell phones possibly cooking peoples brains. As you have pointed out I too always keep my phone in my left front pocket. I sometimes wonder if my left nut has been full irradiated or delicately poached.

It's not true. Apple submitted US speced iPads to the FCC for approval. I'm sure when it goes on sale in Europe they'll submit a EU speced iPad for european standards. Think people think. jeez...

The point is still relevant for anyone who isn't confined to a single country.

People purchasing an iPad in the states and then expecting to use it when in Europe might be curious to know whether the approved model is limited to only those specs, or whether the specs are universal.
 
Apple are very savvy. The best way to achieve economies of scale is to make one device and localise only documentation, software and the connection to the wall. That, as much as anything else, is why the iPhone doesn't have a keyboard.

I look forward to being able to visit my family in the UK and pop-in a T-Mobile micro SIM for my data there.
