Apple has admitted as much in a statement today. But it only addressed older iPhones, not iPads.

I have 3 iPad minis in the house, all about the same age. The one that has the most battery cycles is painfully slow. The others are OK
 
Are all three iPads the same model?

I wouldn't be surprised. Refrain from updating iOS further.

I asked this at another place, and a person said that they do indeed throttle iPads as well. I wouldn’t hold the credibility of a random person of course. No doubt they do throttle more than just the iPhone though.

This goes for all iDevices: iPhone, iPad, and iPod Touch. Apple said that this is happening because they’re trying to minimize the sudden increase in voltage requirements, where old batteries are having problem performing, and therefore random shutdowns might occur.

all are new iPad minis are less than 2 years old. I'm gonna see about getting the battery replaced in the slow one. Any idea what this should cost?

Let me ask you this. Is your Mini's running slow, or is the performance ok? How do you use the Minis? The throttling may or may not be that noticeable depending on what you do.
 
I could be overly paranoid, but are we really SURE that the throttling is based on the age/condition of the battery vs. the age of the device? Would be nice to see some before/after performance tests of an old device after battery replacement.

Let me ask you this. Is your Mini's running slow, or is the performance ok? How do you use the Minis? The throttling may or may not be that noticeable depending on what you do.

they bad one is just slow....all tasks seem to take forever. the slow one was my wifes, and she just used it to play games and FB. I will probably restore it and see if it helps

I don't think apple is throttling the iPad, i just tested my two and a half-year old air 2, with a battery degradation of 19 % on different charge levels, i get the same benchmark results as a brand new machine 1820 single core 4300 multicore.

iPods don't have hardware necessary to report detailed battery information, if you run a battery info app on them it will always show 0% wear (also the reason you can't see battery percentage on them).

On one hand, I don't think we could really take Apple's word on this given all that's transpired. OTOH, the concern was the iPhone batteries, of which I'm assuming Ipads are different. Plus, unlike the iPhones that keep getting thinner and thinner, at least iPads are big enough to house a bigger battery, which could mean it's not susceptible to the throttling

The IOS software can unthrottle the performance when running benchmarks. Some android phones were doing some trickery with benchmarking.

This is very interesting and quite possible. Another reason to avoid release upgrades perhaps. But to uncover this code in IOS would be quite a bombshell.

I installed iOS 11 in my iPad Pro (2016) as soon as it was released. The animation in iOS 10 was very fluid such as closing an app with the home button or using the 5 fingers salute. After iOS 11, the animation became laggy. I would imagine this was not a coincidence. This also happens to the other 2 ipad mini 4 as well.
