iPad won't receive non imessage texts

Recently my ipad stopped sending and receiving non imessage text messages. When i go to text someone who doesn't have imessage it turns red and won't send. Any idea what could have happened? This problem started a week or so ago. Thanks.

Yes. This seems to have started with iOS 10.3.1. Are you on the same release?

I also can't send any non-iMessage messages from any of my Macs or the iPad.

I had the same issue. Kept trying to resend. Then out of the blue I got a pop up bubble saying I could send and receive regular texts. No idea what happened. Hope you get the the same thing.
