Looking at the base 15, and from a video recording standpoint, if you are not shooting ProRes or Log, is the base model the way to go? How important is the "second gen" image stabilizer on the 15 Pro, i.e. does it really matter all that much?

Although Android phones can shoot equally gorgeous photographs, video recording is where iPhones have been ahead for years. Even a base 13 shoots stunning video.

2nd image stabilisation isn’t worth buying the Pro for. Even if you have a Pro, you would a gimbal if you record whilst walking or running.

I never bother to pick one or the other when recording video. I always use the base one and do not have any issues. However, I am not a videographer. Just a casual user.
