All articles about Oppo (and others) 35%+ local content seem rather short on actual details...
"Responding to growing demand, OPPO has expanded its Tangerang factory near Jakarta. The facility produces their entire phone range with over 35% domestic components (TKDN), planning to increase local sourcing further. Currently, items like batteries, cables, adapters, and accessories are already sourced within Indonesia."
Most of the labour seem to be involved in just assembling parts and testing units.
This isn't smart stuff and much of it is automated assembly.
Sure it creates jobs but then lots of things create jobs in Indonesia.
If you've ever been through the Bali airport over the years there were really inefficient people-powered passenger processing designed to keep people employed. Three levels of repeated security screening, tax collection.
When labor is cheap and plentiful, finding ways to employ people doesnt always use best practice or systems.
There doesnt seem to be any high tech research and dev work or advanced manufacturing involved in any stories or photos I've seen reported.
