iPhone iPhone 3GS: Downgrade to iOS 3.1.3 (testing purposes)

I have a question, will I be able to downgrade to downgrade my iPhone 3GS (new bootrom, running iOS 4.1, 2009 model, A1303) to iPhone OS 3.1.3 without SHSH Blobs? If I am, will I be able to downgrade UNTETHERED? If so, how? Will sn0wbreeze work?

No. You need that devices unique shsh blobs for that firmware version.
Only the iPhone 2G and 3G don't require shsh blobs to downgrade.
