As long as you're on IOS 4.2.1 or earlier you can now download a separate stand-alone phone toggle in cydia. Search 'SBSettings phone toggle'.

Yeah. The SBSettings Phone Toggle is only for anything lower than 4.2.1. I'm hoping that one day the phone toggle will be back. Airplane mode doesn't cut it because it disables GPS, and I'd like that to stay on when traveling.

Hate this. Why cant someone just make a modified fix for it that does not lock down the upper limit to 4.2.1

Is there a Firmware Version faker on the iPhone 4 for 4.2.1?

I dont mind a temporary fw version faker that will allow this separate Phone Toggle to install on SBSettings.
