You can surely remove it though without hurting the camera can't you? I.E. Rip it off? Just curious, not implying the OP should… Although I certainly would as the phone isn't worth much in it's current state anyway.

He could certainly try to just rip it off, but I'm not sure how well that'll work out.

but if i sell it on ebay i won't have a phone at all.. like i said a friend gave it to me to save my sanity cuz android phone was driving me insane to the point i wanted to smash the $%$&*&$%@_ thing LOL..

anyway someone asked what kind of battery life i am getting.. well with HEAVY email Facebook and texting i use about 10% per hour. lucky for me it charges VERY fast :)
 
This is 95% caused by liquid damage. The other 5% would be dropping it too much. A camera replacement will not fix the light. The entire phone needs to be replaced. If you have applecare it can be swapped at the Apple Store for $49 or $79 depending on when you bought applecare. If no applecare then it's $149 for iPhone 4, $199 for iPhone 4s, and $269 for iPhone 5, 5C, and 5s. If by some chance it's not liquid damage, and you are still under warranty or have extended applecare, it will be a free replacement.

I've done this repair multiple times and after changing the camera the flash problem is fixed. Looks something like the image below could be dimmer or a lot brighter depending on the damage.

Also attached where you could get the part pretty cheap actually with tools

I'll admit its possible a camera replacement will fix it if it's NOT a logic board issue, l but if it's liquid damage it's only a matter if time till the phone stops functioning completely due to corrosion. Plus the OP doesn't know what a DFU restore is, I doubt he/she will want to or be capable of a camera repair. Although it is pretty easy, I have done it multiple times.
