I was just in the same position for the wife. I ended up getting the 4S on ebay so I can upgrade when the next iPhone comes out.
 
I have just been looking to get my mum into the iPhone market second hand wise and was torn between 3Gs and 4 and 4s, after lots of evaluating i ruled out the 4 as the signal issue was a pain when i had mine and then i looked at 3gs - 4s and the fact the 4s is a really powerful bit of kit with a camera which out performs her current compact won out.

For myself the speed loading webpages/handling apps/ image/video quality mean it really is something i had to have.
 
The iPhone 4S is more worth it because it has better technology and is set for the future. I have an iPhone 4 and its good enough for me until the "new iPhone" comes out but I know the 4S is worth the upgrade if I had the money.

I disagree. I have 2 4's and 1 4s in my house and the 4s is significantly faster. I can notice a difference in just the unlocking of the phone, forget the apps launch, etc. The 4s for me performs like the iPad 2 where as the 4 performs midway between the iPad 1 and iPad 2.
