I don't have Photoshop and I am not going to buy it to make wallpaper. I was kind of hoping there was a low cost or even free app out there that would allow me to do this kind of work. Maybe Gimp??

I don't know what you consider "low cost" but there's a great app called Pixelmator that's $59 and can do the same things as Photoshop.

Keep in mind that it still has potential to look great as a home screen. It all depends on the number of icons you have on your home screen and their positioning. Here are two of mine that I've used and was very satisfied with the outcome:
