This what you want?

Here is how to create a iPhone 4 wallpaper:

1. Open Paint
2. Open desired Image
3. click the selection button in paint (its a dotted line rectangle)
4. select the part of the image you want.
5. On the bottom dock bar it will tell you how many pixels your image is.
6. You want 640x960 for the iPhone 4
7. Either stretch the image to make it fit or crop the image.
8. Save as JPEG or PNG
9. Email to yourself and download on phone or connect to itunes and sync
Not that hard.

On that basis I have created a little program that will do a basic picture resize for the 3GS, 4 and iPad. Windows only though I'm afraid as I don't know how to program for mac.
