I believe only Apple sells them for a period of time.
Incorrect. You can buy the phone at an AT&T store on release day. Or, if it is like last year, preorder it from them online.

so does anyone know when pre-ordering might start?
or even the best store to place a pre-order with (Apple? CPW? Service Provider?)

If it's Friday 28th June, I'm going to be severely pissed off. That's the day I head for Italy.
My money is on 5PM on June 11th. It makes sense for three reasons:
1.) Not everyone is going to WWDC and thus would not detract that many people. That and WWDC is likely to be over by then. It's a week long even that ends on Friday. Most of the time these conferences will get over early on a Friday so everyone can travel home that night or early the next morning.
2.) This would be a good way for Apple and Square to show off their new toy. Imagine this, developers don't have to leave WWDC to get their shiny new iPhones. They could sit in the conference center, Apple can cart in pallet's and start selling them right there. Transactions could be processed with the new Square hardware and software and boom! Instant Transaction.
3.) They need to get this thing in the hands of consumers ASAP. With the leaks, the HTC Incredible and the EVO 4G both being on the market, consumers these days might be impulsed to just go with the alternative instead of being patient and waiting.
This would be way to distracting from the WWDC sessions.
Not sure what year you live in but that date doesn't exist. At least in 2010.
With AT&T stating all these new regulations take in effect on the 7th, is this some reason to believe the phone will come out that night like the first gen iPhone did?

Nope. Months.
Yup, was announced in January.
