Data point for consideration
My iPhone 5 64GB recently took a swim on vacation. After two days in rice everything works fine except the rear camera. I decided to ask at an AT&T store whether I'd get a 5s if I filed an insurance claim, since $200 for a working rear camera isn't worth it. The AT&T rep assured me that I'd get a 5s, so I opened a claim. Two weeks later and every time I go through the steps to complete the claim the site still tells me that they'll ship me another iPhone 5. The claim can stay open for up to 60 days so I'm just going to keep checking back, but I don't think it'll change.
I think that for the more popular 16 and 32gb models they're out of fives and are replacing those with 5s'. However, they definitely still have stock of the AT&T iPhone 5 in 64gb.
