If you hold the power and home button for 20 or so seconds what does it do? Apple logo and then black? If so how long does the apple logo stay up.

I could be wrong, but, you shouldn't get that message, as others are saying here, it seems you are not in DFU mode

...connect to your mac, then put the phone in DFU mode (follow the method in this vid, below), when it pops up to restore, click ok, then use option key to click on restore and select the iOS 6.1.4 .ipsw. This is assuming you have 6.1.4 from a previous update through iTunes, if not, you need to make sure you are using the correct .ipsw for your version of iPhone 5 (GSM or CDMA).

when it turns on it funny cause my screen is white with apple logo black and it stays for like 3 sec and then turns into DFU mode where it shows the cable to plug in the itunes....helpppp

that is NOT DFU mode! we have been trying to tell you this.

Take a deep breath, slow down, chill, check out my previous comment and watch the youtube video link posted.
 
That's what we keep telling you. That isn't DFU mode. Follow the instructions to go into DFU mode. DFU is a totally black screen with nothing on it. The only way u even know u are in it is that iTunes will come up with a connected phone. And your computer will show it too
 
Put your device in DFU mode by holding the power and home button for 10 seconds, letting go of the power button, and continuing to hold down the home button.

Then hold option+restore in iTunes and select the iOS 7 IPSW for your device.


If all else fails, have you used Tinyumbrella before? That may have messed with the hosts file.

You have the wrong firmware then. If you are really in DFU and it gives you that error you need to download the firmware again. And have you fixed your host file too?

When you installed iOS 7, was it the GM?

ohh okay no it wasnt the gold master, it was beta 6 and i am not a developer but i installed it using methods online. so the questions arises is that i am having alot of problem right now after all this. will i be able to restore if i register as a developer???? :(

You have the wrong firmware then. If you are really in DFU and it gives you that error you need to download the firmware again. And have you fixed your host file too?

when you said host file and sent me the vid , i have a macbook and i havent or never jailbroken my phone. yes i have tried tinyumbrealla but still it doesnt work. yes i did download the right firmware which is model A1428 but still i am having the same problem of not restoring and the message still pops up as not eligible for the requested build
 
Tiny umbrella will modify your host file. Google how to edit your host file to fix error 3194 and error 21 for a Mac.

yes, yes i did that with tiny umbrella and when i clicked advanced, the unticked icons was already unticked, i didnt have to untick it
 
I Pm'd you... Other than that I'm out if options. DFU + the correct firmware will not throw an error unless there is some sort of hardware issue.

I would start over from the beginning. Make sure you in are true DFU and not the iTunes logo and cord . Make sure you have the correct firmware and not the CDMA version. And read up on how to manually edit your host file to fix the 3194 error (same thing to fix 21 error too). Do it manually, not using TinyUmbrella.

Other than that I'm not sure buddy. The steps above are exactly what an apple genius would do at a store.
 
Have you tried a restore normally. I mean without selecting ipsw file and letting itunes do its thing
 
Sounds like after all this the only sensible solution is to take it to Apple and tell them you found your phone in this state and you can't get out of it. Let them figure it out for you since clearly you aren't able to do it yourself.
 
OP I had this problem when restoring. I fixed it by going into RECOVERY (iTunes logo with plug). I also erased part of the hosts file with (http://www.youtube.com/watch?v=zfwKFvSSyNs) that video. Once I had these things done I went into iTunes and just clicked restore and it downloaded 6.1.4 and installed.

So to make this easier:
1) Make sure iPhone is in recovery
2) edit hosts file like in the video
3) Open iTunes and click restore

Make sure to restart iTunes before attempting restore!
 
Here's an idea, don't randomly install a questionable file of an OS beta when you clearly have no idea what you're doing and have no ability to deal with the consequences. While you're at it, do us a favor and don't breed.
 
You are in recovery mode NOT in DFU.
Recovery shows connect to itunes screen on phone, DFU shows black screen

It is 2 different modes.

To get in to DFU
hold power and home until phone turns of
keep holding both for 7 more seconds
release power while keep holding home for 10 more seconds
The phone screen will be completely black and itunes will report a iphone in recovery mode, which it isn't but itunes doesn't know the difference.


From the iphone wiki:
Error 21

Custom firmware restore fail (PwnageTool since 4.1). You have to put your device into the DFU mode and not into recovery mode. Device won't boot correctly an stuck at the Apple logo after the error. Press and hold power and home button until it reboots.

Error when using Sauriks server for a restore with iOS 5.x in the recovery mode at least on a A5 device.

This error can also happen when you try to restore an iPod with hardware dfu. Use iREB r5 to solve this.

You are trying to update to a beta firmware without UDID activation.
