I believe this guy was a software developer who worked/developed for a company named "-----360 industries" couldn't depict the rest of the company name in his jacket (i saw from a bad angle as i was getting off the bus) and I believe there was a post on Macrumors that Apple had given prototype iPhones to only select companies. SORRY FOR THE LATE REPLY.
But the thing is apple didn't give them an iphone 5 they gave them an iphone 4 with the new processor inside the iphone 4 so it will look like an iphone 4. It won't have all the features of an iphone 5 but would just have the new processor inside.
Apple could also try to make the prototype look as much like a iPhone 4 as possible to try to make it blend in.
We don't know that though, Apple is tricky, and anyways, there have been pictures of 3.7 inch screens out there. That's how I recognized the iPhone in the first place. I noticed something was odd with that iPhone.

Would love to see another angle of this photo. Just look at the space between the screen and home button. Much less space then the current iPhone 4.

Check the 0:25 mark of the second video. Certainly still plausible that it was some sort of test iPhone the OP saw.
I think the bumper and the screen protector thing were given with the iPhone (by Apple). Customly made? Not too sure, the other thing which looked different on that iPhone was that the "volume-mute/lock" button was raised higher, more towards the camera. It was probably 1cm or less away from the back facing camera. But I believe the bumper was custom made by apple because the vol.mute/lock switch was in a different position (closer to the back facing camera)
