Problem is that you MUST have an account in order to get just the phone. You could try and either phone Apple, or see if there's anyone who could go with you and let you use their account. That way, it gives them an option to either buy a phone subsidized and sign another 2 year contract, or buy it unsubsidized and pay full price.
