I found that using a completely plain background helps to make it less noticeable, but it's bloody annoying.
 
I saw this on my 5 throughout the iOS 7 beta program. I remember that one beta had fixed this issue (5 I believe), but with 6 it was back again. Still there on 7.0.2.
 
I've noticed a stutter or quick screen shift when closing certain apps. Not a big deal but it's noticeable, I've noticed it's worse on some apps though. Tapatalk and Flipboard are the worse for me.

Edit: It was even worse when I was using custom wallpaper.
 
Same on my 5S. I was able to ignore it until I saw this thread, now it annoys me even more!

Happens regardless of what wallpaper I use. Makes the phone look a little janky 🙁
 
I just updated Tapatalk with an update that said "Bug Fixes" and I now don't get this stuttering anymore. Opened and closed the app many times without it happening. Still happens on some other apps though. Looksike maybe a small software problem.
