The change in capacitance due to cold varies greatly between individuals. Folks who have trouble keeping their fingers warm in cold weather will usually have the greatest change. In the extreme cold we've had recently, I've had trouble getting the screen of my iPhone 4s to recognize a touch a few times when I was outside. Cramming my fingers into the sides of my neck for warmth fixed it for me.
