My Other data is 13GB and I was able to find out this is to do with syncing my videos(not movies) via iTunes. I did clean restores multiple times and every time I sync videos back into iPhone this other data comes back. Do you think phoneview can pinpoint which video is causing this issue?

I agree with Boneheadxan. You can try to access the folder which sync video, and then you can delete the video which was always synchronized back into your iPhone.

What if I want those videos to stay in my phone? These are my baby's videos in the Photo app in Mac that I manually sync into my phone. I feel like even after I delete these videos using phoneview, they'll become "other" again once I sync them back using iTunes.

You can try to move them out of the folder that the video resides in, and then preserve them in another folder. When you want to sync them back via iTunes, you can move them into the synchronize folder again and sync.
 
As far as I know, restoring the device through iTunes and setting up as new would solve it. But it creates new stuff.

I have done clean restore my device oh so many times and set up as new. I never use backups. I even re download all my apps. Apple support now have my system logs and screen recordings of how "other" storage jumps from 1GB to 14GB after I sync my videos(home videos not movies)via iTunes and iTunes engineers are looking into this right now. I'm supporsed to hear back from them soon.

14GB "other" storage is a big number by just syncing home videos! Hopefully iTunes engineers will have a solution soon. Please come back & share with us.

Hey Chris this is the last thing rep said to me on 3/11 "Engineering has stated that Apple has received reports of this behavior and is currently investigating. As soon as I hear back from them I’ll make contact with you." I'm still waiting for his response.

Hey guys, exciting news! Apple might have just fixed this issue for us. Today I updated my iTunes and iPhone to the latest, released just now, then for some reason the Photo wasn't automatically put back into my iPhone after restoring from the backup so I had to sync them back. Next thing I noticed, the "other" was no longer there with proper amount of pink "photo" category! Try it out and let me know so that I can thank the Apple care guy who's worked with me for weeks of back and forth.

The last contact I had with him was a couple days before 9.3 and new iTunes was released to provide my meta data file from iPhone to the engineering. He said they had found out the issue is coming not from iTunes but from iOS. So I emailed him yesterday saying this new updates looks like fixed the problem and asked him to confirm if they infact included the fix in the updates or I'm just looking at temporary glitch that's acting as a "fix" for now but might return next time I sync..
 
I had been running out of space little by little since iOS 9 and my "other' space slowly grew till it was at a whopping 30gb! Don't know if you guys had that issue of apps being stuck when updating, requiring a reboot and a reinstall of the app... but if you did you may want to look in the Media > Downloads folder using a file browser for iOS (on PC or Mac). All of that "other" space turned out to be failed app payloads that were still in that folder that never were installed and never got deleted either. When I deleted all the contents of that folder, my other space shrank back to a normal 1-2gb.

While I know 9.3 fixes the bug, I'm unsure as to whether it clears out that folder as well, so never hurts to check.

Yes, it's safe to delete the entire contents of the folder. Reboot your device after emptying it to regenerate the the tracking file it contains.

My advice is to use ifunbox and not iexplorer because I encountered a bug in iexplorer that made it extremely slow to clear that folder. It would have taken hours. Ifunbox cleared it in 5mn.

I do have ifunbox. But isn't there any good contents in this download folder that shouldn't get erased??

That folder is only for ongoing downloads, whether it be from iTunes, iBooks or App Store or in-app downloads. Once a download is completed, that folder should be empty as the payload should be moved to its appropriate location. If it's not, then it's due to a bug and is hogging space for nothing.

Like I said, it's safe to completely delete (folder contents, don't delete the folder itself). Make sure to reboot after so that iOS can regenerate a new sqlitedb file.
